Depuis des temps immémoriaux, les deux principales puissances de la planète, Neptune et Pluton, se livrent mutuellement une guerre sans merci. Séparés par une frontière naturelle riche et mystérieuse appelée Terre Neutre, les deux pays redoublent d'efforts afin de mettre au point la technologie qui saura définitivement évincer l'adversaire.
Lorsque le journaliste Haufmein enquête sur la Base Neptune, il apprend que le Roi serait en possession d'une force capable de réduire Pluton à néant…
Renart nous livre ici un univers bichromique et claustrophobe, avec une touche d'expressionnisme. A mi-chemin entre la bande dessinée franco-belge, le manga et le comics, Base Neptune joue à brouiller les pistes et s'amuse des figures imposées de la science-fiction.
